In a recent disclosure by Have I Been Flocked, some of the top searches of data collected by Flock Cameras in Buncombe County, North Carolina were by law enforcement agencies outside the state of North Carolina. Top Searchers from March-April 2026 were:

While the NC General Statute, N.C. Gen. Stat. § 20-183.32, allows the sharing of information with law enforcement (including out of state), the statute limits disclosure of captured plate data to a criminal justice officer, for a legitimate law-enforcement purpose, and pursuant to a written request. It is unclear whether these searches met the requirements of the statute. Why would a law enforcement agency over 1,000 miles away from Asheville make thousands of written requests to search Buncomb County residents information?
The report also shows that New Hanover County made over 2,099 requests to search Buncome County records in the one month period of time.
