End Flock & ALPR Mass Surveillance in North Carolina

To the North Carolina General Assembly, the Governor, and every county commission, city council, sheriff, and police chief in the state:
We, the undersigned North Carolinians, call on you to:
- Take the cameras down. North Carolina residents should not be treated as suspects when they have done nothing wrong.
- Require a public hearing and a recorded vote of the elected board before any ALPR system is installed, funded, or renewed. No more surveillance by administrative signature.
- Require an immediate external audit of all law enforcement using these systems — checking use, misuse, access, and system security — and make the results public. No longer allow the law enforcement officer running it to audit themselves.
- Require a warrant and a case number for any similar system — law enforcement should obtain a warrant to track individuals.
- End default nationwide and out-of-state sharing of North Carolina plate data — no agency outside NC should search our cameras without a warrant. And the protections that do exist in NC stop at the border, so out-of-state sharing does not protect North Carolina citizens.
- Publish the full organizational and network audits for every ALPR system — who searched, when, and why — unredacted as to the searching agency. Allow citizens to obtain their own data and see how it has been used.
- Cap retention at the shortest workable period, and enforce the existing bars on using plate data for traffic enforcement.
- Reverse the statewide build-out the 2025 budget authorized on state-maintained roads.
To be clear, removal is the goal. Demand 1 — take the cameras down — is the ask. Demands 2 through 8 are the floor for any system not yet removed; they are harm reduction, and nothing here should be read as our consent to a regulated ALPR surveillance network.
We are not asking to make anyone less safe. We are asking that a record of where everyone drives not be built without our consent — and that the decision be made in the open, by the people we elect.
